[Radiant] Refreshing Radiant Content

Everytime I make a change to anything on the current radiant site, even
though I save the changes, clear the cache and even close/re-open the web
browser, the changes do not display.

I in fact have to reboot the web server *and* perform the above actions to
notice changes..

FYI: Using Debian Etch, RadiantCMS ver 0.6.4 (Gem), Nginx ver 0.3.5 and Thin
0.7.0 codename Spherical Cow

What could be a potential issue here?
