[Radiant] Moving forward more quickly

IIRC, the reasoning for not moving the list was the extensive archives
that cannot be ported to Google Groups, and that we would potentially
lose a bunch of subscribers. The dev mailing list went there either
because it was brand new, or because there was not enough in the
archives to warrant it. Can someone look into information about
migrating the archives? If it's possible now, that could reduce the
pain of migration.
