[Radiant] dispatch.fcgi results in tests being run?

Hmm..

Apparently this is introduced in radiant 0.6.2 because I get the
following output:

[~]# ./radiant-0.6.1/public/dispatch.cgi
Status: 400 Bad Request

[~]# ./radiant-0.6.2/public/dispatch.cgi
Status: 400 Bad Request
Loaded suite ./radiant-0.6.2/public/dispatch.cgi
Started

Finished in 0.000145 seconds.

0 tests, 0 assertions, 0 failures, 0 errors

Not sure which change introduced this, but I'm trying to figure this out.
