[Radiant] Missing Admin Tool

I was able to successfully install Radiant so you can disregard question 8
on my previous post about permissions.  I just changed the permissions for
some of the folders and it worked.  Now that everything is installed and I
picked my template choice, the directions say to edit the config file for my
server.  I am not sure what this means or what I need to do.  In addition, I
go to my website then /admin and nothing comes up.  I have no admin folder
on the backend.  Am I missing something here?

I appreciate any help.
