[Radiant] Attachments/Resources

I know this went around the list a few weeks ago but I forgot the 
outcome. Who is currently developing a way to upload/manage assets?

My use case is pretty simple and just involves uploading assets to some 
global asset manager (maybe in a fourth tab).. I don't really see the 
point of 'attaching' assets to pages as was discussed earlier. Most 
assets are going to be in headers/footers/sidebars so if anything you'd 
just want to add attachments onto snippets or layouts. In each 
snippet/layout/page view I'd like to have a nice way to view all of the 
assets currently available on the site so that I don't have to move back 
and forth to see file names. Assets could be flat and tagged or hierarchal.

Anyone working on solutions for all of this or should I modify radiant 
and put a patch into the system?
