Filters are assigned per part.

That's an interesting idea. I'm considering giving behaviors the ability 
to alter a page's interface, but perhaps filters should be able to do 
the same. (See: http://dev.radiantcms.org/radiant/ticket/40/.)

Ug. This doesn't smell right to me. Filters are for filtering text. Not 
adding images to pages.
