[Radiant] Can't submit new ticket

I'm trying to submit a patch but any time I try to submit the new  
ticket form I get a "412 Precondition Failed" error ("The  
precondition on the request for the URL /radiant/newticket evaluated  
to false"). Doesn't matter which browser I use.
